Functionality points are given when the Housing Executive assesses your mobility inside and outside your home. The Housing Executive can give you a maximum score of 32 points, with an additional award of 10 points if you live in unsuitable accommodation.
How the Housing Executive assesses your mobility
The Housing Executive assesses how much help you need from someone else to do things around your home. For example, if you need help to climb stairs or to get to your front door. There are three levels of help:
- Independent, you may use mechanical aids but you don't need anyone else to help you,
- Needs help, you need supervision or some help to carry out some activities in your home,
- Dependent on others, you need someone to help you do everything.
The Housing Executive can give you up to 32 points for mobility problems. The scoring system is available in full in the Housing Executive 'Functionality Matrix' .

Unsuitable accommodation
The Housing Executive can give you 10 extra points for living in unsuitable accommodation. It will decide that you are living in unsuitable accommodation if:
- your accommodation is above the ground floor and you have difficulty getting to it. However, you won't be given these points if there is a lift;
- someone who will be moving with you scored more than 6 points on the 'Functionality Matrix'.
If the Housing Executive decides that you are living in unsuitable accommodation it should also investigate your circumstances before deciding if you are legally homeless.
